Job Title: Construction Project Controls III (Project Coordinator) Location: Douglas, AZ 85607 Duration: 5 Years (Contract to Hire) Job Description * *** is seeking a Construction Project Controls III to be based in the following location: DOUGLAS, AZ. * *** is seeking a highly qualified resilient Construction Project Controls to provide embedded on-site PM/CM support for a Federal LPOE (Land Port of Entry) modernization construction project. * Project is located at the Raul Hector Castro LPOE in Douglas Arizona, and the position is fulltime embedded at the project site. * This opening is a multi-year full-time embedded on-site field construction support role serving as Construction Project Manager / Owner's Representative. Overview Summary Position is with the *** Program Management Group. This group manages various aspects of programs and projects to comprehensively serve the client and profitably support the delivery of complex Federal construction projects with results that meet or exceed client requirements and are aligned with ***'s core values and financial objectives - specifically *** serves as Owner's Agent delivering Construction Manager Assist and Commissioning Provider services in support of Design Build construction projects (we act as Owner's Agent providing oversight of / confirmation testing for / and reporting about the DB team's execution of work - we do not directly manage the DB team). Position Summary * Construction Project Controls III (Level 10): Responsible for managing a singular high profile complex multi-year project embedded at the project site to achieve specified objectives. * Provides objective analysis and sound judgement with application of principles and techniques to evaluate and report project performance from concept study to construction & startup including practical assessment of schedule completion and expected final cost. * Competencies include setup of work breakdown structure, establishing levels of control and detail, planning and scheduling, cost analysis and forecasting, progress measurement, earned value performance, risk analysis and change control. Responsible for managing, controlling, forecasting and reporting cost and schedule performance for projects throughout the organization. * Services include setting up and managing project controls systems (including setup of work breakdown structure), capturing to-date progress and expenditure data, analyzing to-date performance data, forecasting at-completion performance data (EAC costs, hours), analyzing project risks (contingency management), managing change and incorporating scope variations into schedule and cost deliverables, and preparing associated reports. * Additional responsibilities include management and coordination of DB Contractor Application and Certificates for Payment (ACP/Invoices) in coordination with Cost Estimator and Scheduler, verification of DB Certified Payroll (CPR) review, DB Security Tracking (issuance and tracking of site assess overlay badging system integrated with GSA HSPD-12 and CBP Clearance). * This position will support the work of the *** Project Manager and Inspector / Quality Assurance Manager field team - including routing and tracking of RFI, Submittals, team and stakeholder communications, site reporting and Dailies, and Kahua Data Entry, as well as day to day support of the management activities. * Skilled in the use of company cornerstone systems and able to represent cost data formats necessary to control the project. * Understands financial terminology and measures and recognizes the financial impact of various project actions. * Participates in analyzing and using financial data to identify key project issues. * May assist in leading junior staff through assignment tasks. * Participates in tracking action items. * Able to use drawings and specifications in the establishment of project baseline data. * Knowledgeable of accounting principles with extensive understanding of the manner in which the company establishes and documents the financial position. * Prepares revised cost forecast for select accounts. * Prepares analysis of progress trends and cost impact. May participate in reviewing and approving contractor invoices. * Works hands on with earned value monitoring. * Evaluates Client, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis. * Compares actual cost to funding limitations. Prepares expenditure forecasts to identify critical points in project funding. * Reviews purchase order and subcontract commitments and expenditures. Maintains tracking database to ensure that subcontractor funding is aligned with work authorization and expenditures. * Understands the manner in which profits on projects are budgeted and the extent to which the budget value is achieved. * Possesses the knowledge of scope control and change management. Involved in the tracking system to ensure that project management is fully aware of detailed change order status. * Creates and assists with cost/schedule baseline budgets. * Familiar with basic cost/schedule integration and basic critical path analysis and other rescheduling concepts. * Conducts or assists in performance measurement and associated cost trending. * Prepares and assists in various levels of project reporting. * Participates in and may lead project cost review meetings. * Assists in procedure development and implementation. * Reports directly to the *** Senior LPOE Project Manager and to the Federal GSA Program Management West Market Sector Leader and GSA Business Development Leader. * Supports the *** team managing a singular high profile complex multi-year project embedded at the project site to achieve specified objectives. Involves the overall planning, coordination, and control of a project from inception to completion (Design Phase, Phased Construction Phase, and Commissioning and Acceptance Phase) to produce a functionally and financially viable project that will be completed on time within authorized cost and to the required quality despite the harsh environment and remote location * Participating as member of the integrated collaborative *** team serving as Owners Representative during construction and closeout activities. Qualifications * Construction Project Controls IV (Level 9) This position requires someone who can confidently provide the controls and administrative support for an integrated collaborative team on a high profile complex multi-year project at the project site to achieve specified objectives. * Actively support the other *** embedded site staff and specialty site inspectors, and reach back resources who will provide oversight and technical quality review of progress to support the delivery of a functionally and financially viable project that will be completed on time within authorized cost and to the required quality. The Construction Project Controller shall have previous experience on projects of similar size and complexity as well as satisfy the requirements listed below. * This individual in charge of this task must have: Bachelor's degree in business management or construction management (from an accredited college/university), plus eight (8) years of related experience (YORE) or demonstrated equivalency of experience and or education including BA/BS 6 YORE or AA/AS (US) 8 YORE or HS/GED 10 YORE * Have at least eight (8) years of experience performing in this role long-term, multi-year project management activities including but not limited to: * Developing and controlling budgets and funding strategies * Scheduling and coordination of project interactions among existing and occupied facilities. * Managing interdisciplinary teams of professionals and supporting labor categories. * Integrating competing and/or conflicting elements into the planning and execution processes so that project requirements flow smoothly. * Familiarity with Federal and local government office building projects, with procedural requirements, review requirements, and approval requirements * Proven Experience performing and supporting the successful completion of similar projects in comparable environments and conditions. PREFERRED QUALIFICATIONS * Bachelor's degree in business management or construction management (from an accredited college/university), plus eight (8) years of related experience (YORE). * Professional organization Certifications a plus. * Federal (or state/municipal) governmental experience. * Land Port of Entry (LPOE), Air Port of entry, embassy / military base or federal secure compound / facility experience. * Remote, off-grid, limited access site locations, arctic / sub-arctic, extreme environment experience. * Experience participating on integrated collaborative teams supporting and/or managing complex projects * Experience participating on integrated collaborative teams executing construction phase CM/PM support services, Owner's Representation, field observation, and contract management, closeout and warranty phase management. Familiarity with construction principles, practices and procedures, familiarity with applicable codes, laws, and government regulations, overlay GSA and CBP guidelines, principles of project management, and field observation and supervision. * Familiarity with Federal contract administration, public contract codes, federal acquisition regulations. * Professional demeanor, attentive and accommodating customer service skills, clear and detailed oral and written communication skills, collaborative team building skills, lead by example, proactive problem solver, capable of adjusting to changing job environments, seeks de-escalation.
